Images to PDF: combine images into one PDF

An images to PDF converter combines many pictures into one PDF, a page each, in the order you drop them. Mix JPG, PNG, HEIC and WebP freely; our reference photo saved as all four, 5,627.4 KB in all, made a 2,127.8 KB PDF. Part of the image to PDF converter.

How big is a PDF of mixed images?

Sources: our 1920 × 1280 reference photo saved as photo.jpg (576.8 KB), photo.png (4,096.3 KB), photo.webp (611.2 KB) and photo.heic (343 KB), each planned as the converter plans it, then assembled into one PDF by the same code as the server; the budget rows are the JPG split under a limit. The rows are the real output.

Every byte count is the size of the actual file our engine produced from the named source, the same bytes you would download, not an estimate. The reference photo is one of our own photographs, an iguana on a branch, and the camera photo is a real one too. Drop your own file into the tool above to rerun any of them. How we measure names the sources and the settings.

How do I combine images to PDF in one file?

Four images dropped together, a JPG, a PNG, a WebP and a HEIC of 5,627.4 KB in all, become pages 1 to 4 of one PDF in the order they were dropped; the PDF weighs 2,127.8 KB.

Drop them all at once. Each image becomes a page, in the order you dropped them, and the PDF assembles itself when the last page is done, up to 50 JPG or PNG images in one drop, and 10 HEIC, WebP or AVIF. Select the files in page order, or rename them so the folder sorts them that way, and select them all. Our reference photo, saved as a JPG, a PNG, a WebP and a HEIC, came to 5,627.4 KB in all and made a 2,127.8 KB PDF.

Can I combine JPG, PNG and HEIC photos into one PDF?

What each image format becomes as a page of the PDF when no size limit is set: a JPG stays a JPEG, a PNG stays a PNG with its transparency, and a HEIC, WebP or AVIF becomes a JPEG at Auto; with a size limit, every page is a JPEG.

Yes, in the same drop. Each file becomes the page its format allows. A JPG stays a JPEG page, compressed at Auto. A PNG stays a PNG page, transparency included, over the white sheet. A HEIC, WebP or AVIF becomes a JPEG page, since a PDF has no image type for them, so up to 10 of those go in a run. The PNG page, a photo in 256 colours on Auto and every pixel at quality 100, is the heaviest of the four: in our run it weighed 994.3 KB, against 273.9 KB for the JPG page. The PNG to PDF and HEIC to PDF pages cover those two formats in detail.

How do I keep a PDF of many photos under a size limit?

One 500 KB budget split across the pages, measured: three pages came to 486 KB with each page capped at 165.8 KB, and five pages to 488 KB at 99.3 KB a page. Neither went over.

Set the limit for the whole file. Open Advanced settings, type a Max PDF size, and the budget is split across the pages before anything uploads: the PDF wrapper’s bytes set aside, the rest divided by the page count. Each page is then saved under its share. Under one 500 KB budget, three pages came to 486 KB at 165.8 KB a page and five pages to 488 KB at 99.3 KB a page. The JPG to PDF under 500 KB page opens with that budget set.

How do I turn a photo into a PDF?

One photo to PDF: a 2268 × 4032 phone photo of 1,956 KB became a one-page PDF of 941.7 KB, upright, at full resolution, with its EXIF metadata and GPS position removed.

Drop the photo on its own and it becomes a one-page PDF. The page keeps the full resolution, turned the right way up from the rotation the phone recorded, and the EXIF block with the GPS position is stripped on the way. A 2268 × 4032 phone photo of 1,956 KB made a 941.7 KB PDF. The sheet is A4, and the photo is scaled to fit it and centred, so it prints as one clean page.

  • The form wants separate files

Some portals take each document as its own upload. Compress the images one by one instead of combining them.

  • You need the text searchable

Pages made from photos hold pictures of the text. Run OCR in a PDF editor after the PDF is made.

  • The images must stay pixel-exact

JPG, HEIC and WebP pages are saved again as JPEGs at Auto. Only a PNG page at quality 100 keeps every pixel.

Every format and budget, one PDF

Questions, answered

Short answers for this format. Drop a file above and the PDF settles the rest.

How do I combine multiple images into one PDF?

Select all the images and drop them on the converter at the top of the page in one go. Each image becomes a page, in the order you dropped them, and one PDF downloads when the last page is done. Up to 50 JPG or PNG images fit in one drop, and up to 10 HEIC, WebP or AVIF, with no signup and no watermark.

How do I change the order of the pages?

The drop order is the page order, so arrange the files before you drop them. Select them one by one in the order you want, or rename them so they sort that way in the folder and select them all. To change it afterwards, drop the images again in the new order.

Can I convert a photo image to PDF on my phone?

Yes. Open this page in the phone browser, tap the drop zone and pick the photos in Photos or Files, in the order you want the pages. The PDF lands in your downloads, ready to share. iPhone HEIC photos work as they are, with no conversion step first.

Is there a limit on how many images go in one PDF?

Up to 50 JPG or PNG images in one drop, each up to 30 MB. A HEIC, WebP or AVIF becomes a JPEG page, so up to 10 of those go in a run. Under a Max PDF size a PNG counts among them too. For more pages, make the PDF in parts and join them in any PDF editor, or send the parts as they are. Smaller parts also stay easier to email and to upload.

Do all the pages come out the same size?

Every page is an A4 sheet, turned upright or landscape to match its own image. The picture is scaled to fit its sheet with its shape kept and centred on white, so a mix of tall phone photos and wide screenshots each reads the right way up without cropping.

Will the PDF be smaller than my images?

Usually, because each page is compressed on the way in. Four images of 5,627.4 KB in all made a 2,127.8 KB PDF, 38% of the total. A PNG page weighs the most; for a smaller file, set Max PDF size and every page becomes a JPEG under its share.

Is it safe to put ID documents or bank statements in a PDF here?

We keep nothing. Files are processed and wiped automatically, deleted within 24 hours of upload at the latest, and never used for anything else. EXIF metadata, including the GPS position a phone records, is stripped from every page, and no account is attached to what you convert.

Can the PDF text be searched or copied?

No. A PDF made from images holds pictures of the text, not the text itself. To search or copy it, run OCR in a PDF editor afterwards. Scanning at a sharp, upright angle helps OCR read the pages, and cropping away the table or desk around a document helps too.
